I think its an lithograph its small about 8X10
Willy (Wilhelm Friedrich) Burger (Swiss, 1882-1964) – the best thing would be if one knew how this artist signed his name. But I think if you look at the very distinctive style of the two landscape paintings I have found by him at http://www.artnet.com/artist/630731/willy-wilhelm-friedrich-burger.html you should be able to tell if this is the same artist.
Another clue: a vintage travel poster, “Berlin,” attributed to him and a plate signed Burger lower left is for sale at an Auction Gallery for $175 see http://www.clars.com/pricereports/jan_07_prices.html, so it looks as if he signed himself just as Burger. (the style of the paintings should be your best evidence as to whether or not it is the same artist)
